Analysis of Utrecht’s office‑space policy (2014–2023)

Commissioned by the Province of Utrecht, Decisio evaluated the region’s office‑space policy. Since early 2014, the province has aimed to reduce office vacancy by (1) limiting planning capacity and thereby restricting new office development, and (2) promoting the transformation of vacant, hard‑to‑let office buildings to alternative uses. This approach was necessary because around 2009/2010 it became clear that, on average, nearly one‑fifth of Utrecht’s office stock stood empty. After more than ten years, the main objective has been achieved: office vacancy has fallen sharply. However, today’s office market requires a different policy focus.

Office market has changed significantly since 2010

Since 2015, vacancy rates in the Province of Utrecht have dropped substantially: from 19 percent (2015) to an average of 7 percent today. The decline in vacancy has gone hand in hand with large‑scale conversions of office buildings into, for example, housing. Nationally, vacancy has also decreased, though less dramatically. Meanwhile, the dynamics of the office market have shifted. Overall, there is no demand for more office space in the province, but rather for high‑quality offices located near public transport hubs.

Utrecht’s office policy successful; future requires flexibility and cooperation

The evaluation shows that Utrecht’s office‑space policy has been effective and forward‑looking. By combining a reduction in planned office development with active encouragement of transformation, vacancy has been significantly reduced and the risk of new vacancy has been minimised. The province took a leading role, ensuring a consistent regional approach through a provincial integration plan. This strategy aligned well with broader market trends and was appreciated by municipalities and market stakeholders. Looking ahead, the emphasis will be on tailored solutions, flexibility, and collaboration to continue responding effectively to a changing office market.
