Libraries as drivers of vibrant and valuable city centres

The transformation of vacant buildings in Hilversum and Utrecht shows how social facilities, such as libraries, can strengthen the dynamism and liveability of city centres. In both cities, the arrival of a library led to increased visitor numbers, higher property values and a boost for local entrepreneurs.

Decisio, commissioned by the City Deal Dynamische Binnensteden, examined the societal effects of inner‑city transformations, including the repurposing of vacant real estate for social functions. Through a theoretical framework and two detailed case studies, the research demonstrates how such transformations contribute to the liveability, vibrancy and economic value of urban areas. This City Deal is an agreement between ten municipalities, three ministries and three knowledge and network organisations, aimed at keeping city centres liveable, attractive and future‑proof. One of the key themes is the reuse of vacant buildings for social purposes.

Hilversum: from vacancy to media square

The relocation of the library to the Gooische Brink in Hilversum has resulted in a visible, sustainable and multifunctional location. With a larger floor area, hospitality facilities and collaboration with local partners, a lively square has emerged that strengthens social cohesion and education. The redesign of the public space and the removal of the bus route have also created a more pleasant living environment.

Utrecht: historic building brought back to life

The former post office on the Neude has been transformed into a vibrant destination featuring retail, hospitality and a central library. The open layout, preservation of historical elements and diverse programming attract more than one million visitors each year. This enhances social safety, local identity and the economic vitality of the area.

Transformation pays off socially as well

Decisio’s research shows that transformations yield not only financial returns but also significant societal benefits. The developed theory of change provides policymakers with concrete tools to successfully shape future inner‑city transformations.
