Small wind turbines fit into North Holland landscapes

Since the introduction of the Omgevingsverordening NH 2020 (Environmental Regulation NH 2020), the Province of North Holland has allowed small wind turbines in rural areas under certain conditions.

After two years, the province wanted insight into the effects of this policy to support a possible policy adjustment in the run‑up to a new environmental regulation. Municipalities also raised the question of whether the maximum permitted hub height of 15 metres and the allowed locations for turbines could be expanded.

How big is a small wind turbine?

Small wind turbines are also known as farm turbines or agricultural windmills. The exact size varies by manufacturer, but the hub height of a small wind turbine is usually between 15 and 25 metres, with a capacity of around 10 to 15 kW.

19 turbines in two years

Decisio, in collaboration with consultancy and engineering firms TAUW and Witteveen+Bos and strategic design agency Generation.Energy, investigated how many small wind turbines have been installed in North Holland since the introduction of the Environmental Regulation (19 in total), and what obstacles stakeholders encountered during the realisation process. Lessons from other evaluations and studies were also included, as well as market developments, opportunities for energy‑neutral business operations, and the effects of taller or multiple turbines on a farmyard or business park on aspects such as the grid, safety, ecology, and the landscape. These insights were compiled into a clear policy recommendation for the province.

Maintaining the 15‑metre hub height

The Environmental Regulation incorporates Decisio’s recommendation to maintain the provincial rule allowing one wind turbine with a maximum hub height of 15 metres above ground level. However, the final decision to grant a permit for installing a small wind turbine lies with the relevant municipality.
