Decisio has updated, on behalf of the Ministry of Infrastructure and Water Management, the methodology for social cost‑benefit analyses (SCBAs) for cycling projects. This updated SCBA for cycling projects provides renewed valuation parameters and methods for travel time, user experience, road safety, health, and the rise of the e‑bike. These insights help policymakers better substantiate investments in cycling infrastructure.
Since the previous update in 2017, the cycling landscape has changed significantly. There are more high‑quality cycling routes, the use of e‑bikes and speed pedelecs has increased, and there is greater attention to broad welfare impacts. At the same time, new knowledge has emerged about the effects of cycling on health, mobility, and safety.
The updated SCBA for cycling projects offers revised indicators for valuing travel time, comfort, road safety, and health effects. It also includes attention to the societal impact of e‑bikes and micromobility. The methodology has been enriched with broader welfare aspects and provides guidance for determining transport values for cycling projects.
The renewed SCBA methodology aligns with the Multi‑Year Adaptive Implementation Agenda for Cycling (MAUF) and the National Cycling Vision. Policymakers can use these insights to make better‑informed decisions about investments in cycling infrastructure, with attention to societal benefits and broad welfare.
