In the study of the A16–Oostflank at Rotterdam, Decisio explored how broad prosperity as a guiding principle can contribute to future‑proof area development. Broad prosperity encompasses values such as health, living environment, social cohesion and safety, offering a wider perspective than traditional cost‑benefit analyses. Together with the Knowledge and Innovation Platform for Urban Ring Roads & Spatial Development (SSRO), two spatial design variants were developed using a “design‑led development” approach, in which ideas are immediately translated into practice. Value discussions formed the starting point, after which Decisio prepared a value case for each design to clarify the societal value created and who benefits from it.
Integrated area development of the A16–Oostflank presents an opportunity to generate broad societal value. Using two spatial design variants, Decisio examined how a renewed perspective on urban motorway zones can contribute to broad prosperity.
From the perspective of broad prosperity, two spatial plans were created, with design‑led development and value discussions as the foundation. One design focuses primarily on lowering the A16, while the other emphasises green connections throughout the city, creating more space for green cycling and walking networks. Decisio translated these designs into value cases, making clear what the societal effects are, who benefits, and to what extent.
Although the designs differ in several respects, both contribute to a future‑proof development of the Oostflank when viewed through the lens of broad prosperity. Moreover, the designs show that not only public parties benefit, but also housing associations, health insurers and property developers. This opens the door to innovative funding structures in which both public and private parties contribute to a resilient and future‑oriented Oostflank.
