Bicycle parking in city centre: who should pay?

Many historic city centres struggle with the growing demand for bicycle parking. More spaces are often needed, yet creating additional facilities can be costly. Could revenues from car parking be used to fund them instead?

A complex challenge

Unfortunately, it’s not that straightforward. Bicycle parking in dense, historic centres is usually a highly complex issue. It makes a big difference whether there is space for on‑street parking or whether the city must rely on indoor or underground facilities. Then there’s the question of bicycle parking standards: how should they be applied? And which costs should be attributed to bicycle parking in the first place? Above all: how do you finance it?

These questions prompted CROW–Fietsberaad, as part of the Tour de Force programme, to commission Decisio to map out the costs and financing of bicycle parking as clearly as possible. The study focused on four cities with historic centres: Delft, Haarlem, Zwolle and Amersfoort.
